This is DVS Compass Notification Bar - 9 Placement Options.

Since most of mobile browser doesn't support the float or CSS fixed position, the widget is disabled for mobile browser.
In this example, the notification box are placed in every corner and all the wind direction like compass. There You have freedom to put any notification or call to action in strategic place. In the real case, you'll have to choose only 1 placement, but you can also activate the notification type 1 together. More than that, you can define notification box size to meet your preference.
